This is allowed by laws as such. For example the wine produced by countries belonging to the European Union, include 85% of wine produced in the vintage year and the remainder is wine produced in some other year. If you want a vintage that has more of vintage wine quantity than wine produced in the same year, you need to look for wine from countries, which have mostly vintage year wine in the bottle for example, Russia.
